Interview with Vladyslav Sokolovskyi and Oleh Prysiazhniuk for Energoreforma

The Managing Partner of our law firm and Chairman of the Board of the Ukrainian Solar Energy Association, Vladyslav Sokolovskyi, together with Oleh Prysiazhniuk, Director of the Institute of Bioenergy Crops and Sugar Beet of the National Academy of Agrarian Sciences of Ukraine (NAAS), gave an interview to EnergoReforma on the prospects for the development of agrivoltaics in Ukraine.

During the interview, the experts discussed:

▪️ The establishment of the Agrivoltaics Committee of the Ukrainian Solar Energy Association, chaired by Oleh Prysiazhniuk. The Committee brings together energy professionals, agricultural experts, scientists and lawyers.

▪️ The need to develop and implement a comprehensive legal framework for agrivoltaics that would regulate the land, tax and energy aspects of such projects and establish clear rules for their implementation in Ukraine.

▪️ The study and adaptation of European experience in agrivoltaics, including models implemented in France, Italy and Germany, taking into account Ukraine’s legal, agricultural and climatic conditions.

▪️ The potential of agrivoltaics for the recovery of war-affected areas, including combining solar power generation with the cultivation of bioenergy crops on damaged and contaminated land.

▪️ The development of the first pilot agrivoltaic clusters based at NAAS research stations to test technologies and assess their potential for scaling up in Ukraine.

“We need to study the experience of the European Union, implement the best legislative and practical solutions, while also taking into account Ukraine’s specific circumstances — from the structure of its agricultural sector to the consequences of the war. This approach will create the conditions for the genuine development of agrivoltaics in Ukraine,” said Vladyslav Sokolovskyi.
